English

Accurate and timely flood inundation mapping (FIM) provides the foundation for flood management and risk reduction. In recent years, machine learning (ML) and deep learning (DL) methods, leveraging remote sensing data, have revolutionized this field. The present study was conducted to systematically review ML and DL approaches for flood mapping globally and in Iran, and to provide a framework for developing reliable models, using a systematic review methodology based on the PRISMA guidelines. A search was conducted in reputable scientific databases for articles published between 2015 and 2026, and following screening, 42 articles (30 international articles and 12 case studies from Iran) were selected for final analysis. The findings show that the methods fall into three main categories: (1) traditional ML methods such as Random Forest and Support Vector Machine, which have been primarily used for flood susceptibility zoning; (2) DL architectures including CNNs, U‑Net, and LSTM, which demonstrate high accuracy in flood extent mapping from satellite imagery; and (3) hybrid and physics‑informed approaches such asPINNs, which incorporate hydrodynamic equations into the loss function to generate predictions consistent with physical laws. Internationally, foundation models such as SAM and Prithvi, along with vision transformers, have shown Higher generalizability across different events. In Iran, despite innovative research (e.g., DANet and Elman RNN) in the provinces of Golestan, Khuzestan, and Khorasan Razavi, there remains a deep gap between scientific outputs and operational application. the lack of studies based on real‑time SAR imagery, the absence of physics informed models, the lack of assessment of spatiotemporal generalizability, and the absence of a regulatory framework for operational adoption constitute some of the most important research gaps in the country. It is concluded that to develop operational applications in Iran, it is essential to focus on fine-tuning existing foundation models with local data, creating a national database of satellite images of floods, adopting physics-informed approaches, and incorporatinexplainability through XAI.
